How should Rastatt develop by the year 2036? What is going well? Where is there a need for action? These questions have been answered jointly by the city administration, political bodies and citizens. All the results of the analysis can be found in the Integrated Urban Development Concept Rastatt 2036 (SEK). Key objectives were formulated for five different fields of action. The Institute for Urban Planning and Social Research Weeber+Partner (Stuttgart) was commissioned to develop the concept.
What is the purpose of the urban development concept?
If you want to shape the future, you have to set goals. The Integrated Urban Development Concept Rastatt 2036 formulates fields of action and key projects. It thus forms the strategic basis for future municipal policy decisions. An SEK is also an important prerequisite for the approval of funding, for example for redevelopment areas. The Rastatt project is supported by the Baden-Württemberg Ministry of State Development and Housing as part of the program "Land Acquisition through Internal Development"
What does "integrated urban development" mean?
Rastatt already had concepts for many topics, for example for areas such as village development, integration and sports. The integrated urban development concept builds on this, bundles all the individual concepts and links them together. Overarching strategies with key objectives and projects were coordinated.
How was the concept developed?
The municipal council decided to develop the SEK in July 2020. In addition to the city administration's specialist departments, the population in particular was involved in the process. In the run-up to the kick-off event at the beginning of May 2021, an extensive citizen survey was carried out. In addition, the people of Rastatt were able to actively participate in a participatory workshop in July 2021. The municipal council first dealt with the results at a closed meeting in February 2022 and finally adopted the concept unanimously in July 2022.

What strategies have been developed?
Six overarching strategies were formulated for the five fields of action:
- Building on what's already there.
- Active climate protection and climate adaptation.
- Cooperative urban development with strong partnerships.
- Innovative land development.
- Neighborhood-based approach.
- Integration of all population groups and promotion of a diverse society.
These guiding objectives were defined
"Urban structure and housing"
- Rastatt's history as a baroque and fortified city remains the tangible backbone of the city.
- Green and open spaces are an elementary component of the urban structure and fulfill important functions with regard to ecology and urban climate.
- The districts preserve their village structure and their independence.
- Local districts and neighborhoods have their own identity and attractive public spaces.
- Conversion areas and other potential sites are being turned into new urban building blocks through innovative concepts that provide impetus for the neighborhood.
- Moderate urban growth is encouraged.
"Coexistence, education and culture"
- Public space is meeting space and accessible to all.
- Rastatt responds to the needs of children, adolescents and young adults and creates offerings at the local, district and city-wide level.
- Rastatt is family-friendly.
- Rastatt responds to the needs of senior citizens and creates good conditions for growing old in familiar surroundings.
- New forms of participation are established at the neighborhood level so that the population can actively shape their living environment.
- The administration works transparently and provides information for all groups of the population, digitally and in individual cases multilingually.
- City, street and castle festivals are part of the cultural offer of Rastatt.
- The reorganization of the sports landscape strengthens club cooperation and uses synergy effects.
"Climate, nature, recreation, environment and agriculture".
- Nature conservation, climate protection and ecology have a high priority and are part of the self-image of the city administration and the population.
- Green spaces, forests, and waterfront areas are easily accessible and provide opportunities for recreation.
- Climate adaptation measures urgently need to be developed at all scales in a collaborative manner.
- The CO2 balance of Rastatt is to be improved step by step and climate neutrality is to be achieved before the legal target.
- Strengthening regionality as a common task.
"Work and economy"
- Rastatt creates good conditions for companies and employees.
- Rastatt continues to develop existing industrial estates and moderately promotes the establishment of new businesses.
- Mixed-use neighborhood development allows small-scale commercial development.
- The downtown offers a variety of places to stay and combines working, living, shopping/provisioning, public life, recreation, and climate adaptation.
- The city maintains a partnership relationship with local businesses.
"Mobility and transport"
- Rastatt should meet the mobility needs of the population in terms of accessibility, barrier-free access and safety.
- The function as an economic and living space is to be strengthened by sustainable transport offers. Commuter traffic in particular is to be reduced through sustainable transport services.
- Noise and pollutant emissions generated by traffic should be minimized.
- The aim is to strengthen the quality of public spaces.
- Traffic spaces should also be able to be used as meeting spaces.
- Shorter distances and increased green planting in public spaces should improve the urban climate.
- The share of Mobilized Individual Transport (MIV) is to be reduced by strengthening sustainable mobility.
